Why won't NGC | NCS conserve this coin? The Saga of the 1829 Bust Half Dollar continues...

I sent the 1829 capped bust half dollar into NGC / NCS for conservation. Watch to find out why they wouldn't conserve it.

What should I do next? Send it to PCGS for conservation? Dip it myself?
